IPNEWS: A $ Government-Funded Project Set to Transform Civil Service Delivery Across Southeast Liberia_
History was made in Zwedru today as the Civil Service Agency officially turned the first soil for a modern CSA Regional Headquarters a bold move by the Government of Liberia to bring government closer to the people of the Southeast.
Fully funded by the Government of Liberia under the leadership of *His Excellency President Joseph Nyuma Boakai, Sr., the new facility is designed to serve as the central hub for civil service coordination, human resource management, and public service delivery for Grand Gedeh and all neighboring southeastern counties.
Speaking at the colorful groundbreaking ceremony, CSA Director General Dr. Josiah F. Joekai Jr.announced that construction will be completed within five months and will follow the approved architectural design and national project standards to the letter.
“This headquarters is more than bricks and mortar,” Dr. Joekai stated. “It is a statement that no Liberian, regardless of where they live, should have to travel to Monrovia to access basic civil service support. Decentralization is no longer a promise it is happening.”

Dr. Joekai extended sincere appreciation to the traditional leaders, citizens, and county authorities of Grand Gedeh for their cooperation, unity, and warm reception that made today possible.
Lawmakers and County Leadership Welcome the Development.
Hon. Jeremiah Sokan, Representative of Grand Gedeh County, hailed the project as “timely and transformational.” He congratulated the Boakai administration and the CSA for prioritizing the Southeast and called on contractors to maintain quality, transparency, and accountability throughout construction.
Rep. Sokan further urged civil servants in the region to prepare to maximize the services the facility will offer once completed — from payroll, recruitment, training, to records and HR support.
Grand Gedeh County Superintendent, Hon. Alex Grant also expressed deep gratitude on behalf of the county. He pledged the full support of the county administration and described the headquarters as a “one-stop center for government services” that will reduce bureaucracy, cut costs for citizens, and strengthen the link between the central government and local communities.[Grant]
“This is development with a human face,” the Superintendent noted. “When government comes to your doorstep, trust grows and development follows.”
Upon completion, the Zwedru Regional Headquarters will:
Improve coordination of civil service operations across Grand Gedeh, River Gee, Maryland, and Grand Kru Counties
Reduce travel burdens for civil servants who currently journey to Monrovia for basic services
Strengthen accountability and efficiency in public sector management at the regional level
Create jobs and boost the local economy during and after construction
The project aligns directly with President Boakai’s ARREST Agenda pillar of strengthening governance and decentralizing service delivery — bringing real, tangible benefits to citizens outside Montserrado.
Today’s groundbreaking sends a clear signal: the Unity Party-led government is committed to balanced development and to ensuring that Southeast Liberia is not left behind.
“To the citizens of Grand Gedeh and the wider Southeast: this is your government investing in you. This is your President listening. This is your CSA delivering.
Let us protect this project, support it, and take ownership of it. Together, we are building a Liberia where opportunity is not limited by geography.” CSA Director-General Josaih Joekai averred.
