    LRA Deepens Staff Understanding of New Corporate Strategic Plan Through County Outreach

    The Liberia Revenue Authority (LRA) has expanded awareness of its new corporate strategic plan (2025–2029) to county offices as part of efforts to deepen employees’ understanding of the plan and ensure their participation in its effective implementation across the institution.

    The awareness campaign, led by the Policy, Statistics and Strategic Planning Division (PSSPD), targets LRA staff assigned in Bomi, Gbarpolu, and Grand Cape Mount Counties during the first phase of the nationwide rollout.

    The initiative is intended to inform and educate staff about the Authority’s strategic priorities, programs, and performance targets while promoting ownership of the LRA’s five-year reform agenda. It also seeks to ensure that staff across the country are aligned with the Authority’s modernization, transformation, and service delivery objectives.

    The Corporate Strategic Plan serves as the LRA’s roadmap for transforming Liberia’s revenue administration through digital innovation, institutional capacity building, improved taxpayer services, and enhanced operational efficiency.

    The strategy is anchored on five key pillars, including strengthening revenue administration systems, promoting voluntary tax compliance through taxpayer education and reduced compliance costs, enhancing institutional capacity and staff professionalism, improving data-driven service delivery through digital transformation, and expanding partnerships to support efficient and transparent tax administration.

    The CSP also aims to increase Liberia’s tax-to-GDP ratio, modernize revenue administration processes, and support the country’s transition to a Value Added Tax (VAT) regime as part of broader national efforts to stimulate economic growth and improve public service delivery.

    Speaking during the engagements, Joseph A. Zeze, supervisor for strategic planning within the PSSPD, said the campaign is intended to ensure that every employee clearly understands the corporate strategic plan and their role in its successful implementation.

    He noted that successful implementation of the CSP reflects the Authority’s commitment to building a modern, efficient, and responsive revenue administration capable of meeting Liberia’s growing economic and fiscal demands.

    For his part, Roosevelt S. Prowd, Acting Assistant Commissioner for the Policy, Statistics and Strategic Planning Division, emphasized the importance of using the CSP as a guide for decision-making and performance at all levels of the institution.

    “It is important for every LRA employee to understand the corporate strategic plan and use it as a guide in carrying out their responsibilities. Achieving the goals of the plan requires the commitment, participation, and ownership of all staff,” Prowd said.

    He noted that the awareness initiative is a key component of the LRA’s broader institutional transformation agenda, which seeks to enhance operational efficiency, transparency, accountability, and professionalism while modernizing revenue administration, improving taxpayer services, and strengthening domestic resource mobilization nationwide.

    The awareness campaign, which began in May, is being implemented by the Policy Division in collaboration with the Human Resources Division, the Enterprise Design, Quality Assurance and Results Division (EDQARD), and the Communication, Media and Public Affairs Section, among other units.

    The campaign is expected to be extended to additional LRA offices across the country ahead of the official launch of the Corporate Strategic Plan later this year.
