The Government of Liberia, through the National Housing Authority (NHA), says it plans to reclaim the entire Zayzay Community in Paynesville, declaring it state-owned land designated for national development.
NHA Managing Director Florence Geegbae recently confirmed that the entire area was originally acquired by the government for national infrastructure and urban housing development.
The government officially considers current unauthorized residential structures and long-term occupations in the Zayzay Community as unlawful encroachments on state property.
Government authorities have begun formal engagements and discussions with current residents occupying the land, though an explicit eviction or reclamation timeline has not yet been detailed.
The effort to take back the Zayzay Community is tied to a wider, national infrastructure initiative to address Liberia’s growing residential deficit. Backed by international investors and development partners, the NHA plans to construct 1,400 affordable housing units across the country by the end of 2026, distributed as follows:
150 using units under a separate development agreement.
150 housing units to accommodate rapid urban expansion, while 600 housing units built directly across six rural counties.
The NHA noted that the current administration is heavily prioritizing rigid land acquisition procedures and transparent investor coordination to avoid the legal uncertainties, property disputes, and structural shortcomings experienced during previous government housing initiatives.
