During a recommitment ceremony held on Wednesday, October 29, 2025, in the Township of Gardnerville, Representative Jerry K. Yorhgboh described the event as a renewal of faith and a reaffirmation of a strong District #12.
“Today, we gather to witness a historic revival of a promise—the recommencement of our long-awaited District Office Building. This moment signifies not only the restart of a project but also a renewal of our faith, a rebuilding of our confidence, and a reaffirmation of our shared vision for a stronger and more prosperous District #12,” Yorhgboh stated.
He emphasized that the building represents more than just a government initiative; it symbolizes service, accountability, and progress. According to Yorhgboh, the building will serve as a permanent reminder that leadership must be visible, accessible, and dedicated to the people. It will be a place where decisions are made to improve lives, programs are designed to empower communities, and dreams are transformed into tangible development.
“For too long, challenges and delays may have tested our patience. But today, we demonstrate that District #12 does not give up. We rise after every setback, we rebuild after every storm, and we march forward united under one vision to see our district become a model of good governance and people-centered development in Montserrado County and beyond,” Yorhgboh declared.
The District #12 lawmaker urged the community to move forward together. “Let us set aside divisions, embrace unity, and work together for the common good. May this project inspire every community—from JJY to Swagger Island, from Kesselly Boulevard to Karduma—that together, we can achieve greatness.”
“As your representative, I reaffirm my unwavering commitment to development, transparency, and people-first leadership. This is not just my duty; it is my solemn promise to the people of District #12,” Yorhgboh asserted.
In providing an overview of the building project, the Chief of Office Staff in the office of Honorable Jerry K. Yorhgboh, Jeremiah Paye, explained that during the administration of former District #12 Representative, Honorable Richmond S. Anderson, the people of the district resolved at his first district sitting that the district’s share of the County Development Fund and Social Development Fund (CDF & SDF) for Fiscal Year 2012/2013 be allocated to the construction of a District Administrative Building and a Modern Market in the Kesselly Boulevard Community. The cost of the administrative building was set at $220,000, and the district’s resolution was submitted to the County Superintendent’s office and the Project Management Committee (PMC) for implementation.
The Office of the Superintendent and the County PMC contracted the National Foundation Against Poverty and Disease Inc. (NFAPAD) for the construction of the Administrative Building. A groundbreaking ceremony was held in July 2014 to mark the project’s commencement, with work officially beginning on August 1, 2014.
“Following initial work and reports from the District Monitoring Team (PMT), the company was paid $130,000, with the remaining balance of $90,000 to be paid upon project completion.
However, during late 2014 and throughout 2015, all County & Social Development Funds were redirected towards combating the Ebola Virus, which halted construction, and the project was not completed before the end of Hon. Anderson’s tenure. In November, the district’s PMT wrote to County Superintendent Madam Florence Brandy and the County PMC to request the continuation of construction, but no progress was made, as all attention shifted towards the upcoming elections in 2016 and 2017. When Honorable George Beyan Samah took over as the district representative in 2018, citizens expected him to utilize the district’s share of the CDF & SDF to complete the building, as he had promised. Unfortunately, Hon. Samah did not resume the construction work,” Paye narrated.
Paye highlighted that due to Honorable Samah’s lack of action, the current Representative of District #12, Honorable Jerry K. Yorhgboh, pledged to constituents during the 2023 campaign that he would complete the construction of the District Administrative Building if elected. True to his word, Honorable Yorhgboh initiated the processes that led to the recommencement of construction within 90 days of taking office. He engaged and compensated an engineer to prepare a Bill of Quantities (BOQ) for the project, which now includes an additional floor. The estimated cost to complete the District Administrative Building is $213,776.86, and a billboard showcasing the building’s design was erected during the first District Sitting in April 2024.
