—Introduces Digital ERP Platform to Modernize Internal Operations
The Liberia Revenue Authority (LRA), through its Policy, Statistics and Strategic Planning Division (PSSPD), has launched a nationwide awareness campaign on the institution’s new Corporate Strategic Plan (CSP).
The awareness campaign, which began in Montserrado County, targets staff across Tax and Customs Business Offices nationwide. It aims to deepen employees’ understanding of the Authority’s strategic direction and encourage institution-wide participation in implementing the five-year reform agenda.
Recently approved by the LRA Board of Directors, the Corporate Strategic Plan 2025–2029 provides a roadmap for transforming Liberia’s revenue administration system through digital innovation, institutional capacity building, improved taxpayer services, and enhanced operational efficiency.
The strategy is built around five major pillars, including strengthening revenue administration systems, promoting voluntary tax compliance through taxpayer education and reduced compliance costs, enhancing institutional capacity and staff professionalism, improving data-driven service delivery through digital transformation, and expanding partnerships to support efficient and transparent tax administration.
The plan also seeks to increase Liberia’s tax-to-GDP ratio, modernize revenue administration processes, and support the transition to a Value-Added Tax (VAT) regime as part of broader national efforts to stimulate economic growth and improve public service delivery.
Speaking during one of the awareness sessions, Joseph A. Zeze, Supervisor for Strategic Planning within the PSSPD, said the implementation of the strategic plan reflects the LRA’s commitment to building a modern, efficient, and responsive revenue administration capable of meeting Liberia’s growing economic and fiscal demands.

For his part, Acting Manager of the PSSPD, Mohammed M. Jallibah, emphasized the importance of ensuring that all staff fully understand the objectives of the Corporate Strategic Plan and their responsibilities in achieving its goals.
“The training is intended to ensure that every staff member clearly understands the Corporate Strategic Plan and their role in its successful implementation,” Jallibah stated.
He noted that full staff participation remains essential to achieving the Authority’s vision of a modern and service-oriented tax administration system. According to him, the initiative also forms part of the LRA’s broader institutional transformation agenda aimed at improving operational efficiency, transparency, accountability, professionalism, and taxpayer service delivery.
Also speaking, Madam Faith B. George, Senior Collector at the Cardwell Tax Business Office on Bushrod Island, underscored the importance of continuous professional development in strengthening domestic revenue mobilization and encouraging voluntary tax compliance among citizens and businesses.
The awareness campaign is being implemented by the PSSPD in collaboration with the Human Resources Division, the Enterprise Design, Quality Assurance and Results Division (EDQARD), and the Communication, Media and Public Affairs Section, among others. The campaign will continue across additional LRA offices and counties ahead of the official launch of the Corporate Strategic Plan 2025–2029 later this year.
In a related development, The Liberia Revenue Authority (LRA) has launched a new digital Enterprise Resource Planning (ERP) platform aimed at reducing bureaucracy, strengthening accountability, and modernizing financial and administrative operations across the institution.
The automated system, developed by the LRA’s in-house information technology professionals, forms part of the Authority’s broader digital transformation and institutional reform agenda designed to improve operational efficiency, transparency, and service delivery.

ERP systems are integrated digital platforms used by organizations to manage procurement, finance, inventory, approvals, financial reporting, and administrative operations in real time.
At the LRA, the platform is expected to streamline procurement transactions, vendor billing and payments, approval processes, reporting, and data management while significantly reducing paperwork and administrative bottlenecks. The system is also intended to improve coordination among departments, accelerate workflow processes, strengthen internal controls, and establish real-time monitoring and digital audit trails for transactions and approvals.
The rollout forms part of a broader modernization agenda championed by Commissioner General James Dorbor Jallah, who continues to promote technology-driven reforms aimed at strengthening governance systems, improving resource management, and enhancing institutional performance across the Authority.
The ERP initiative began in July 2025 and underwent several phases of development, testing, review, and validation before its official deployment to ensure operational reliability and user readiness.
Speaking during the official activation of the platform, Deputy Commissioner General for Administrative Affairs Samuel G. Bennett, Jr. described the system as a major milestone in the LRA’s institutional transformation efforts.
According to him, the digital platform will significantly improve transaction processing, strengthen documentation and reporting systems, and reduce delays associated with manual administrative procedures.
“This system has made our work much easier. I can now review and approve transactions from anywhere, which greatly improves the speed and effectiveness of our operations,” Bennett stated.
He added that the ERP solution reflects the Authority’s growing commitment to leveraging innovation and technology to improve public sector administration, transparency, and operational accountability.
Also speaking, Rufus Mahn, Commissioner for Internal Audit Department praised the initiative and emphasized its importance in strengthening financial integrity, transparency, and internal oversight mechanisms within the institution.
He encouraged operators of the platform to fully embrace the system and maximize its capabilities in support of the LRA’s mandate of effective revenue administration and institutional excellence.
Providing an overview of the project, Thomas B. Jallah, Focal Person of the Ministry of State Performance Management System (PMSC), said the transition to digital operations is expected to improve administrative effectiveness while enhancing monitoring, coordination, and accountability in resource management.
He disclosed that the ERP platform will operate alongside existing manual processes for a transitional period of at least three months before the institution fully migrates to the automated system.
The launch of the ERP platform represents one of the LRA’s most significant internal digital reforms in recent years and reflects growing efforts within Liberia’s public sector to adopt technology-driven governance systems that promote efficiency, transparency, and institutional accountability.
