LACC Reviews ANC Complaint Over Controversial Foya MRU Center Project

IPNEWS:The Liberia Anti-Corruption Commission (LACC) has begun reviewing a petition filed by the Alternative National Congress (ANC) seeking an investigation into the controversial Mano River Union (MRU) Center for Regional Peace and Development Project currently under construction in Foya, Lofa County.

The move comes amid growing public debate and political scrutiny over the project’s financing arrangements, procurement procedures, and the circumstances surrounding its implementation.

In a communication dated June 4, 2026, the LACC confirmed receipt of the ANC’s complaint and disclosed that it has initiated a preliminary assessment to determine whether the allegations raised merit a full-scale corruption investigation.

The Commission stated that the assessment phase is intended to establish whether sufficient grounds exist to proceed with a formal inquiry into the project and the decisions that led to its execution.

The ANC, one of Liberia’s leading opposition political parties, has accused the government of bypassing established legal and financial procedures in carrying out the project.

According to the party, the construction of the MRU Center was reportedly authorized through what it described as a secret directive, allegedly executed without adequate legislative approval or public disclosure.

The opposition further questioned the source of funding used for the project, claiming that contributions were reportedly solicited from several State-Owned Enterprises outside the framework of the national budget.

ANC officials argue that if proven true, such actions could constitute a violation of public financial management laws and undermine transparency in the use of public resources.

The party is demanding a comprehensive investigation into all contracts, procurement activities, and financial transactions associated with the project.

Political observers say the controversy has intensified concerns about accountability in the management of major government-funded infrastructure initiatives.

Critics contend that projects involving significant public expenditures should be subjected to rigorous oversight mechanisms and legislative scrutiny to ensure compliance with national laws.

The allegations have also fueled broader questions about whether state institutions are adequately monitoring the use of public funds and enforcing procurement regulations.

However, government officials have strongly defended the project, insisting that the MRU Center is a legitimate national undertaking designed to advance regional peace, diplomacy, and cooperation among member states of the Mano River Union.

Authorities argue that the facility will serve as an important platform for conflict prevention, regional dialogue, and development initiatives involving Liberia and its neighboring countries.

Government representatives have further maintained that the project is being implemented in the national interest and have rejected suggestions of wrongdoing.

Despite those assurances, the controversy continues to generate public interest, particularly as questions remain unanswered regarding the project’s financing structure and approval process.

The LACC has not indicated how long its preliminary review will take, but officials say the Commission remains committed to conducting an impartial and professional assessment of the allegations.

Anti-corruption advocates have welcomed the Commission’s involvement, arguing that an independent review is necessary to establish the facts and restore public confidence.

They maintain that transparency and accountability are critical, especially in projects involving public institutions and significant financial commitments.

As the review progresses, attention will remain focused on whether the LACC finds sufficient evidence to launch a formal investigation into one of the government’s most debated development projects in recent months.

The outcome of the Commission’s assessment could have significant political and legal implications, potentially determining whether the controversy surrounding the Foya MRU Center evolves into a full-scale anti-corruption probe.
