—-As Liberia Gets 500Million MCC Compact Grant, Yellow Machines, & Farming equipment

The month of July seems to be very good for the Boakai’s Administration in the wake of reports that the Millennium Challenge Corporation (MCC)  has reaffirmed its $500 million Grant approval for Liberia after temporary held up .

Liberia’s Information Minister, Jerolinmek Piah, confirmed Sunday, July 27, that the Millennium Challenge Corporation (MCC) has reaffirmed its commitment to the country, assuring that the previously delayed compact agreement is now back on track.

The delay stemmed from the transition to a new U.S. administration, which temporarily paused progress. However, in December 2024, MCC’s Board of Directors declared Liberia “eligible to develop a compact” in recognition of its improved performance on the MCC scorecard and ongoing governance reforms efforts that had stalled during the government transition.

Speaking late Sunday evening, Minister Piah stated that MCC has now officially reassured the Liberian government of the grant’s approval and forthcoming disbursement.

For the second compact, while the exact finalized figures have yet to be made public, Reuters and local sources have broadly indicated possible funding of up to $500 million, depending on negotiated priorities and the compact’s final design .

It may be recalled, In December 2024, Liberia qualified for a Millennium Challenge Corporation (MCC) compact grant for the first time since 2015, opening the door to up to $500 million in U.S. aid.

President Joseph Boakai  in Live Broadcast to the Nation in December 2024, told Liberians that his government had received a call from Washington, confirming Liberia’s eligibility after passing the MCC Scorecard for 2024.

This achievement unlock significant resources for Liberia’s  development agenda and help address the binding constraints to growth in our country,” President Boakai said.

The country met key governance benchmarks, including rule of law, trade policy, and fiscal management, surpassing the requirement to pass at least 10 out of 20 performance indicators.

Liberia’s qualification marks a significant turnaround under Boakai’s administration and signals renewed confidence from the U.S. government.

The compact grant will provide a major financial boost to Liberia’s economy and development efforts and help execute the National Development Plan (Arrest Agenda for Inclusive Development, AAID)

President Boakai described the achievement as a collective victory for all Liberians, reflecting renewed confidence from the international community in Liberia’s commitment to unity, transparency, and reform.

“This is not just a victory for the government but for all Liberians. It reflects the international community’s confidence in our ability to deliver progress through unity and reform. Let us join hands to celebrate this collective success,” he emphasized.

He called on Liberians to remain hopeful and united as the nation charts a path toward sustainable development.

“This is a development that must lift every spirit and restore hope that we are bound to achieve greater feats. Let us join our voices together and say, ‘Congratulations, Liberia!’” the President concluded.

    Turning the Page

Liberia’s last MCC compact grant, awarded in 2015, focused on addressing electricity and road infrastructure. However, the country’s eligibility lapsed due to governance and policy shortcomings.

The recent qualification reflects progress in governance and fiscal discipline, marking a turning point in Liberia’s development trajectory.

As Liberia prepares to engage with the MCC to finalize the compact’s focus areas, President Boakai reaffirmed his administration’s commitment to ensuring that the funds are used effectively to benefit all Liberians.

Meanwhile, the government of Liberia says  it will shortly receive 550 New Machines in August.

Making the disclousre, Liberia’s Information Minister, Jerolinmek Piah, stated that ‘this August, Liberia is expected to receive 550 machines including 285 yellow machines and 265 modern farming machines. The goal is to boost farming and help the country grow more of its own food. The yellow machines will also be used to build roads, create jobs, and support local development.

This move is part of the government’s plan to improve agriculture and make Liberia more self-reliant.

In a related development, the authoritative Independent Probe Newspaper understands that President Joseph Boakai has endorsed a bold new policy by the Liberia Petroleum Refinery Company (LPRC) to import petroleum products directly, a move aimed at curbing persistent market failures and stabilizing fuel prices across the country.

Speaking of the initiative, Boakai—himself a former employee of the LPRC—expressed confidence that the state-owned entity is poised to meet the growing demands of ordinary Liberians.

“We are fortunate that there has been no shortage,” the President said. “We are sure this new policy move will improve service delivery.”

However, rising global fuel costs, market inefficiencies, and periodic shortages have strained the system, prompting the government to reconsider its approach. The President’s endorsement signals a significant shift in Liberia’s energy policy, one intended to promote affordability, security, and competition.

At the center of the change is Amos Tweh, the LPRC’s Managing Director, who has led negotiations with Starcom Energy and Trading Limited, a global commodity trading firm based in Ghana and the United Arab Emirates. The partnership marks what Tweh called “a milestone achievement” since the founding of the LPRC. https://googleads.g.doubleclick.net/pagead/ads?gdpr=0&client=ca-pub-6703249397327216&output=html&h=280&adk=3792948934&adf=34219125&pi=t.aa~a.3984082341~i.20~rp.4&w=700&abgtt=9&fwrn=4&fwrnh=100&lmt=1753340449&num_ads=1&rafmt=1&armr=3&sem=mc&pwprc=7032465128&ad_type=text_image&format=700×280&url=https%3A%2F%2Ffrontpageafricaonline.com%2Fnews%2Fliberia-boakai-backs-lprcs-move-to-import-petroleum-targets-market-stability%2F&host=ca-host-pub-2644536267352236&fwr=0&pra=3&rh=175&rw=700&rpe=1&resp_fmts=3&wgl=1&fa=27&uach=WyJXaW5kb3dzIiwiMTkuMC4wIiwieDg2IiwiIiwiMTM4LjAuMzM1MS45NSIsbnVsbCwwLG51bGwsIjY0IixbWyJOb3QpQTtCcmFuZCIsIjguMC4wLjAiXSxbIkNocm9taXVtIiwiMTM4LjAuNzIwNC4xNTgiXSxbIk1pY3Jvc29mdCBFZGdlIiwiMTM4LjAuMzM1MS45NSJdXSwwXQ..&dt=1753692402565&bpp=4&bdt=12852&idt=4&shv=r20250723&mjsv=m202507220101&ptt=9&saldr=aa&abxe=1&cookie=ID%3D4eabcfda819b7bb0%3AT%3D1727084717%3ART%3D1753692401%3AS%3DALNI_MZp2xgSGXsZuKmYdkcM245_CmpOKw&gpic=UID%3D00000f097d1bf109%3AT%3D1727084717%3ART%3D1753692401%3AS%3DALNI_MbBxL2mRWtN0so88dDqXS4gkD5siw&eo_id_str=ID%3D48ee392e66c8987f%3AT%3D1753691501%3ART%3D1753692401%3AS%3DAA-AfjZITKmNxCzUp4iIKYMhfoZM&prev_fmts=728×90%2C468x60%2C468x60%2C0x0%2C1217x594%2C700x280&prev_slotnames=4497924941&nras=4&correlator=3475277323820&frm=20&pv=1&u_tz=0&u_his=7&u_h=720&u_w=1280&u_ah=672&u_aw=1280&u_cd=24&u_sd=1.5&dmc=8&adx=83&ady=2424&biw=1217&bih=594&scr_x=0&scr_y=938&eid=31093512%2C31093576%2C95362655%2C95366914%2C95366852%2C95359265%2C95367168%2C31093116&oid=2&pvsid=187005869121630&tmod=1759610865&uas=1&nvt=1&ref=https%3A%2F%2Fwww.google.com%2F&fc=384&brdim=0%2C0%2C0%2C0%2C1280%2C0%2C1280%2C672%2C1232%2C594&vis=1&rsz=%7C%7Cs%7C&abl=NS&fu=1152&bc=31&bz=1.04&td=1&tdf=2&psd=W251bGwsbnVsbCxudWxsLDNd&nt=1&pgls=CAEaBTYuNy4y~CAEQBBoHMS4xNDQuMA..~CAEQBRoGMy4yNi41~CAA.&ifi=7&uci=a!7&btvi=5&fsb=1&dtd=37505 https://googleads.g.doubleclick.net/pagead/ads?client=ca-pub-6703249397327216&output=html&h=90&slotname=4497924941&adk=941638398&adf=3207167292&pi=t.ma~as.4497924941&w=160&abgtt=9&lmt=1753340449&url=https%3A%2F%2Ffrontpageafricaonline.com%2Fnews%2Fliberia-boakai-backs-lprcs-move-to-import-petroleum-targets-market-stability%2F&host=ca-host-pub-2644536267352236&wgl=1&uach=WyJXaW5kb3dzIiwiMTkuMC4wIiwieDg2IiwiIiwiMTM4LjAuMzM1MS45NSIsbnVsbCwwLG51bGwsIjY0IixbWyJOb3QpQTtCcmFuZCIsIjguMC4wLjAiXSxbIkNocm9taXVtIiwiMTM4LjAuNzIwNC4xNTgiXSxbIk1pY3Jvc29mdCBFZGdlIiwiMTM4LjAuMzM1MS45NSJdXSwwXQ..&dt=1753692392372&bpp=1&bdt=2658&idt=125&shv=r20250723&mjsv=m202507220101&ptt=9&saldr=aa&abxe=1&cookie=ID%3D4eabcfda819b7bb0%3AT%3D1727084717%3ART%3D1753691501%3AS%3DALNI_MZp2xgSGXsZuKmYdkcM245_CmpOKw&gpic=UID%3D00000f097d1bf109%3AT%3D1727084717%3ART%3D1753691501%3AS%3DALNI_MbBxL2mRWtN0so88dDqXS4gkD5siw&eo_id_str=ID%3D48ee392e66c8987f%3AT%3D1753691501%3ART%3D1753691501%3AS%3DAA-AfjZITKmNxCzUp4iIKYMhfoZM&prev_fmts=728×90%2C468x60&correlator=3475277323820&frm=20&pv=1&u_tz=0&u_his=7&u_h=720&u_w=1280&u_ah=672&u_aw=1280&u_cd=24&u_sd=1.5&dmc=8&adx=353&ady=2156&biw=1217&bih=594&scr_x=0&scr_y=938&eid=31093512%2C31093576%2C95362655%2C95366914%2C95366852%2C95359265%2C95367168%2C31093116&oid=2&pvsid=187005869121630&tmod=1759610865&uas=0&nvt=1&ref=https%3A%2F%2Fwww.google.com%2F&fc=896&brdim=0%2C0%2C0%2C0%2C1280%2C0%2C1280%2C672%2C1232%2C594&vis=1&rsz=%7C%7CpoeEbr%7C&abl=CS&pfx=0&fu=1024&bc=31&bz=1.04&td=1&tdf=2&psd=W251bGwsbnVsbCxudWxsLDNd&nt=1&pgls=CAEaBTYuNy4y~CAEQBBoHMS4xNDQuMA..~CAEQBRoGMy4yNi41~CAA.&ifi=3&uci=a!3&btvi=2&fsb=1&dtd=132

“The LPRC Management, with the approval of the Board, deems it necessary to begin the importation of petroleum products into the Liberian market,” said Tweh, aligning the move with the Boakai administration’s broader agenda to improve livelihoods by ensuring access to basic commodities.

For years, petroleum importers in Liberia operated in a quasi-monopolistic environment, controlling the supply chain with little public oversight. The result was frequent shortages, price hikes, and, under the previous administration, widespread criticism from citizens over fuel unavailability.

Market analysts, however, see the LPRC’s decision as a corrective measure that could inject much-needed competition and discipline into a sector.

“This monopoly is dangerous to the economy,” said one economic analyst. “The President and LPRC are moving in the right direction. Direct importation by a state entity will relieve pressure on consumers and ensure market stability.”

Starcom Energy, now the LPRC’s international partner, is one of the leading petroleum product suppliers in the ECOWAS and Americas regions. The company has a strong track record in petroleum logistics, particularly in Ghana, and operates outside of Dubai and Accra.
