    IPNEWS: The House of Representatives- HOR, has ratified and forwarded to the Liberian Senate for concurrence the Financing Agreement for Additional Financing under the South-Eastern Corridor Road Asset Management Project (SECRAMP), Project ID P149279.ย 

    The decision was reached on Tuesday, November 4, 2025, during its 7th day sitting of the 3rd quarter of the 2nd session following a formal communication from the Executive, requesting legislative approval to secure supplementary funding for the ongoing infrastructure initiative.

    The House took the decision based upon a communication from the President of Liberia, seeking legislative ratification of the Financing Agreement to enable the disbursement of an additional US$23 million.

    This amount will partially cover the total required financing of US$41 million needed to complete the SECRAMP project, which is a cornerstone of the national RESCUE AGENDA.

    The Committee on Ways, Means and Finance, in its report to plenary, said the instrument seeks to bolster road infrastructure in the southeastern region, enhance job creation, and stimulate economic development.

    According to the Committee, the project has already generated employment opportunities for both expatriates and local workers during its construction phase, while also providing job training to improve workforce capacity. 

    Post-construction activities such as road maintenance are expected to sustain employment and ensure long-term infrastructure viability.

    The Committee emphasized that improved road connectivity will facilitate market access for farmers and industries, boost commercial activities along the corridor, and create jobs in retail, hospitality, agriculture, and manufacturing sectors. 

    After thorough scrutiny of the Loan Agreement and its provisions under Articles I to VI, the Committee concluded that the Financing Agreement is timely, appropriate, and aligned with Liberiaโ€™s development priorities.
