    Guarding the Capital: Monrovia City Police Gradually Assert Authority Over Urban Law and Order

    IPNEWS: The Monrovia City Police (MCP) is actively expanding its footprint to enforce municipal laws, clear congested streets, and maintain public order across Liberia’s capital. Operating as the enforcement arm of the Monrovia City Corporation (MCC), the municipal force is transitioning from a passive utility unit into a highly visible, proactive policing agency. This gradual assumption of local authority directly complements the broader statutory mandate of the Liberia National Police (LNP).

    A Strategic Mandate for Urban Stability

    The MCP’s resurgence is driven by an explicit focus on city ordinances, public safety, and traffic management. Rather than replacing national security structures, the city police act as a localized layer of defense against urban decay and civilian disorder.

    Current core roles of the Monrovia City Police, is ensuring ordinance enforcement, by enforcing sanitation and noise, street decongestion, by clearing illegal structures, traffic control, by aiding the LNP in managing busy intersections and community safety through high-visibility night patrols.

    Street Clearance and Decongestion, is a active execution of the national ARREST manifesto, targeting makeshift structures, illegal billboards, and broken-down vehicles blocking sidewalks.

    Market Regulation, restricting roadside vending to designated marketplaces, specifically in highly congested hubs like Duala and Waterside.

    Noise Pollution Control: Deploying late-night patrols to curb excessive noise from entertainment centers and street gatherings.

    Visible Deterrence, installation of modern, solar-powered security booths equipped with cameras at major intersections to provide an immediate point of contact for citizens.

    Professionalization and Institutional Reforms

    The leadership under of the MCC under the stewardship of Mayor John-Charuk Siafa and MCP Director Amos Alphonso Paypay—a veteran formerly with the LNP—has prioritized institutional professionalization to manage its expanding responsibilities.

    The force has historically faced friction, including a highly publicized standoff with market vendors in Duala. In response, the MCC has instituted strict accountability measures, suspending or dismissing officers involved in excessive force or illegal evictions.

    To build a modern, disciplined force, the MCP has rolled out advanced training programs led by international security experts. These initiatives focus heavily on safe weapon handling, crowd control, and the humane treatment of suspects to transition the agency toward a standard of “policing by consent”.

    The Monrovia City Police (MCP) is an integral arm of the Monrovia City Corporation (MCC). Its core mandate is to serve, protect, and enforce the municipal laws and ordinances that keep our city safe, orderly, and functional.

    Under the leadership of a renowned veteran and security expert, Director Amos Alphonso Paypay—a former senior officer of the Liberia National Police trained in Nigeria and Ghana in Policing. The Monrovia City Police is being transformed into a professional, trustworthy, and disciplined force.

    With the ongoing reforms within the Monrovia City Government, the MCP now stands proudly on the pillars of professionalism, discipline, and ethical service.

    Director Paypay’s leadership embodies integrity, accountability, and a renewed commitment to building strong working relationships between the police and the community.
