UNDP Launches New 2026–2030 Development Programme in Liberia

The United Nations Development Programme (UNDP) has launched its Country Programme Document (CPD) for 2026–2030, reaffirming its commitment to supporting Liberia’s path toward inclusive growth, democratic governance, and climate-resilient development.

The new programme is fully aligned with Liberia’s ARREST Agenda for Inclusive Development, Vision 2030, and the Sustainable Development Goals (SDGs). It prioritizes three key areas: human capital development, democratic governance, and economic and environmental sustainability.

Adopting a portfolio-based approach, the CPD seeks to accelerate digital transformation, empower youth and women, strengthen national institutions, and deliver community-driven solutions that ensure no one is left behind.

UNDP Resident Representative in Liberia, Aliou Dia, emphasized the importance of partnerships in achieving the programme’s goals. “This CPD reflects UNDP’s commitment to working closely with the government and people of Liberia to address structural challenges, unlock human potential, and deliver integrated, impactful solutions,” he said.

The rollout also highlighted the broader role of the United Nations Country Team under the UN Sustainable Development Cooperation Framework (UNSDCF), which ensures coordinated and effective support aligned with national priorities.

UN Resident Coordinator Christine N. Umutoni commended both the Government of Liberia and UNDP for the inclusive and forward-looking process behind the programme’s development. She stressed that the CPD is anchored in the UN Cooperation Framework for 2026–2030, the main strategy guiding UN support in Liberia.

While recognizing Liberia’s resilience, particularly following the 2023 elections, Umutoni noted that the country continues to face challenges including poverty, unemployment, governance gaps, and climate vulnerability. She underscored the need to move from planning to implementation to deliver tangible results for citizens.

The CPD supports a shared vision of a peaceful, inclusive, and prosperous Liberia where all citizens—especially youth, women, and vulnerable groups—can reach their full potential. It also aligns with regional and global frameworks such as Africa’s Agenda 2063 and ECOWAS Vision 2050.

Speaking on behalf of the Ministry of Finance and Development Planning, the Assistant Minister for External Resources and Debt Management, reaffirmed the Government of Liberia’s strong commitment to aligning its national development priorities with the United Nations Development Programme (UNDP) Country Programme Document.

Alice Williams, underscored that this alignment is critical to advancing sustainable, inclusive, and peoplecentered development across Liberia.

“This Government remains focused on strengthening coordination with development partners to ensure that national policies and programmes deliver meaningful impact for citizens,” she emphasized.

Assistant Minister Williams further noted that the collaboration reflects Liberia’s broader development agenda, aimed at promoting inclusive growth, improving service delivery, and supporting longterm national transformation.

    Flagship Initiatives

Key initiatives under the programme include:

    • EduSkills – advancing education and workforce readiness.
    • Inclusive Digital Liberia – expanding digital access and innovation.
    • She Feeds Liberia – empowering women in agriculture and food security.
    • Technology-Driven Governance Projects – strengthening accountability and service delivery.

The rollout marks the transition from strategy to action, with strong emphasis on collaboration among government institutions, civil society, the private sector, and development partners.

It also seeks to strengthen national ownership, improve monitoring and evaluation systems, and ensure inclusivity through gender equality, youth engagement, disability inclusion, and digital innovation.

UNDP highlighted that the success of the programme will depend on effective coordination, evidence-based implementation, and adaptability to changing global and national conditions.

In closing, national and development partners, and Civil Society organizations reaffirmed their commitment to working alongside Liberia to translate development plans into meaningful, people-centered outcomes that are sustainable and inclusive for all.
