As of August-2025, the Liberian government is reporting steady Economic progress and growth, supported by reforms and strong performance in key sectors like mining and agriculture. However, this progress has not yet translated into tangible improvements for many citizens, who face persistent hardship from high prices and economic challenges.
Economic performance
For its Economic growth, in its 2025 Mid-Year Fiscal Review, the government projected a GDP growth of 5.6% for the year, with a 4.8% expansion in 2024. This growth was driven by a strong mining sector (iron ore and gold), as well as increased activity in agriculture and services.
On Fiscal improvements: The government’s total budget for 2025 increased to US$880.66 million, up 19.2% from the previous year. Most of this budget is funded by rising domestic revenue, primarily through tax collections. The fiscal deficit also shrank in 2024 due to reduced public spending.
Inflation concerns:
While inflation eased in 2024, it began to rise again in early 2025, reaching 13.1% by February 2025. This has contributed to the high cost of essential goods.
Additionally on the issue of Poverty reduction, Despite ongoing economic challenges, the World Bank reported in April 2025 that more favorable economic conditions and easing inflation contributed to a decline in the extreme poverty rate, which dropped to 26.4% in 2024.
Challenges and government response
Liberia continued to experience High cost of living. In July 2025, President Joseph Boakai acknowledged the public’s widespread discontent over high prices for staples like flour, sugar, and building materials. The presidential committee will shortly make its report to President Boakai. Tis high-level committee led by Vice President Jeremiah Kpan Koung is charged to investigate the market disparities and recommend solutions within 45 days. The government has taken direct action to stabilize prices, including a September 2025 announcement to reduce the wholesale price of eggs. This follows previous efforts to lower the prices of rice and flour.
Key initiatives and development plans
Under the ARREST Agenda, the government credits its “ARREST” Agenda for Inclusive Development with driving economic improvements with focus on agriculture, roads, rule of law, education, sanitation, and tourism.
For its National Development Plan, Work is underway to craft a new National Development Plan for 2025–2029, as well as a Public Sector Investment Plan and County Development Agendas.
The Boakai and Koung government hs also take steps on Oil and Gas exploration. The government is optimistic about future oil and gas exploration, citing recent discoveries in neighboring Côte d’Ivoire. It is also collaborating on the Africa Atlantic Gas Pipeline to integrate its energy infrastructure.
Increasing transparency, the government has made efforts to increase fiscal transparency and public participation in the budget process.
International partnerships
In September 2024, President Boakai held a bilateral meeting with the UN Secretary-General, who commended Liberia’s progress in building a pluralist society and affirmed the UN’s support for the country’s development.
Also with the United Kingdom, A March 2024 partnership summary from the UK noted Liberia’s peaceful democratic transition but also identified corruption, inequality, and poverty as risks to stability. The UK focuses its support on good governance, environmental protection, and human development.
Improved ties with BRICS and UN partners: In September 2025, BRICS countries and UN partners committed US$1 million to boost women’s political representation in Liberia.

The ministry of Finance will finalized talks with MCC team this September to conclude a 500 Million grant, while the Ministry of Labor has stipulated a new charge on the work permit up to $3,000 beginning October 2025.
Srimex and Conex are now collecting 2 cents instead of 35 cents previously.
The building of the 2 overpass bridge has commenced. The Chicken eggs factory in Bomi County will officially open October
