    LIBERIA: Strategic Appointment Signals New Era for Liberia’s Concession Governance

    IPNEWS: In a move aimed at strengthening institutional efficiency and deepening reforms in Liberia’s concession governance framework, the Director-General of the National Bureau of Concessions (NBC), Hanson Kiazolu, has appointed Varney Kromah as the new Director for Sectoral Planning, a key strategic department within the agency.

    The appointment comes at a critical time when Liberia is seeking to maximize the economic and social benefits of its natural resource concessions, which span mining, forestry, agriculture, and energy sectors.

    Concessions collectively account for an estimated 20–30 percent of Liberia’s GDP and employ tens of thousands of Liberians, directly and indirectly, according to government and development partner data.

    Strengthening a Key Institution

    Established in 2005, the National Bureau of Concessions was created to oversee, monitor, and coordinate concession agreements between the Government of Liberia and private investors, ensuring compliance with national laws and safeguarding community interests.

    Over the years, the NBC has played a pivotal role in concession negotiations, contract reviews, and stakeholder engagement, particularly in rural and concession-affected communities.

    Under the leadership of Director-General Hanson Kiazolu, the NBC has intensified reforms focused on professionalism, transparency, data-driven planning, and institutional accountability, earning growing confidence from both staff and external stakeholders.

    The appointment of Mr. Kromah is widely seen as part of this broader reform agenda.

    “We are not surprised by this decision,” said an NBC staff member, speaking on condition of anonymity. “The reforms and professionalism introduced under Mr. Kiazolu’s leadership are visible.

    His leadership style, decision-making, and commitment to results are widely respected.”

    Mandate of the New Director

    As Director of Sectoral Planning, Mr. Kromah is expected to play a central role in shaping strategic frameworks, policy coordination, and long-term planning across Liberia’s concession sectors.

    His responsibilities include aligning concession operations with national development priorities, strengthening data analysis and reporting, and enhancing the NBC’s engagement with line ministries, investors, and affected communities.

    Analysts note that effective sectoral planning is essential as Liberia seeks to improve local content participation, increase revenue transparency, and address longstanding concerns around community benefits, environmental protection, and social inclusion in concession areas.

    “This move is not just strategic, it is a game changer,” said another NBC official. “It has the potential to fuel sectoral excellence, amplify the voices of Liberians living in concession areas, and chart a future where the NBC leads with unmatched impact and credibility.”

    Broad Support and Expectations

    Mr. Kromah’s appointment has been welcomed by a broad cross-section of Liberians, including professionals who have previously worked with him in both public and private sector roles.

    Many have cited his technical competence, collaborative approach, and commitment to national service.

    In congratulatory messages, colleagues and stakeholders urged him to serve with integrity and dedication in the best interest of the nation and its people.

    With Liberia continuing efforts to attract responsible investment while ensuring fair returns for citizens, observers say the success of the NBC and particularly its sectoral planning function will be critical to achieving sustainable development outcomes.

    Director-General Kiazolu, meanwhile, has reiterated his commitment to building what he describes as a “powerhouse team” at the NBC, one that is prepared to drive progress, inspire reform, and redefine what effective concession governance looks like in Liberia.  By: Julius Konton
