IPNEWS: Criminal Court “A” has issued a Writ of Subpoena Duces Tecum ordering the management of Building Material Center (BMC) to appear and produce detailed financial and contractual records related to the construction of the Clar Hope Foundation, a high-profile project now under scrutiny.
The order, issued under the November Term of Court and signed by Court Clerk Gabriel J. Smith, stems from a petition filed by the Assets & Property Retrieval Task Force, chaired by Cllr. Edwin K. Martin. The Task Force is seeking access to a wide range of documents believed to be in BMC’s possession.
According to the writ, BMC’s General Manager, Chief Executive Officer, shareholders, and all those acting under their authority are commanded to appear before His Honor Roosevelt Z. Willie, Resident Circuit Judge of Criminal Court “A,” on Thursday, November 27, 2025, at 10:00 a.m.

The court’s order requires BMC to produce:
The construction contract for the Clar Hope Foundation, payment vouchers and checks issued during the construction period, official payment receipts, the Bill of Quantities (BOQ), all other payment and development documents associated with the project.
These records are expected to aid the Task Force’s ongoing investigation into assets, financial flows, and potential irregularities linked to the high-profile foundation.
Court Warns of Consequences for Non-Compliance
The writ instructs the Sheriff of Montserrado County to formally serve the order and commands that official returns be filed with the Clerk of Court. The document further warns that failure by BMC to comply with the subpoena will result in unspecified legal consequences.
