Paris, France — October 30, 2025: Liberia and France have reaffirmed their long-standing friendship and partnership through the signing of a General Cooperation Agreement aimed at strengthening collaboration across multiple sectors, including education, agriculture, health, environment, youth empowerment, and climate change.
The signing ceremony, held at the French Ministry for Europe and Foreign Affairs in Paris, was a key highlight of President Joseph Nyuma Boakai’s official visit to France, marking a significant milestone in Franco-Liberian relations.
Representing Liberia, Minister of Foreign Affairs Sara Beysolow Nyanti signed the agreement on behalf of the Liberian Government, while Minister Delegate Éléonore Caroit, representing France’s Ministry for Europe and Foreign Affairs, signed for the French Republic.
According to a joint statement, the new cooperation framework seeks to deepen bilateral relations and promote sustainable development, aligning with Liberia’s ARREST Agenda for Inclusive Development which prioritizes Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism and France’s broader engagement in Africa.
Minister Nyanti expressed Liberia’s appreciation to the French Government and people for their continued partnership and support in Liberia’s post-conflict recovery, capacity building, and national development efforts.
She described the agreement as a “new chapter of partnership anchored on mutual respect, shared values, and a forward-looking approach to global challenges.”
She also extended gratitude to France for backing Liberia’s successful bid for a non-permanent seat on the United Nations Security Council (UNSC) for the 2026–2027 term, noting that the endorsement reflected the strong bond and trust between the two nations.
In her remarks, Minister Caroit reaffirmed France’s support for Liberia as it prepares to take its seat on the UN Security Council, praising Liberia’s contributions to diplomacy, peacebuilding, and sustainable development.
She emphasized that Liberia’s leadership would help advance global peace, stability, and multilateral cooperation.
Both ministers highlighted the deep historical ties between Liberia and France, rooted in decades of diplomatic engagement and cooperation in education, governance, and cultural exchange.
They also reaffirmed their shared commitment to tackling global issues such as climate change, gender equality, and sustainable resource management.
As part of the agreement, the two governments pledged to hold periodic consultations to assess progress and explore emerging areas of collaboration, particularly in green economy initiatives, cultural diplomacy, and youth empowerment.
The signing concluded with warm exchanges between the two delegations, who described the event as a historic reaffirmation of solidarity and partnership between the Republic of Liberia and the French Republic.
Through this renewed framework, both nations expressed optimism about building on their shared achievements and advancing mutual prosperity, peacebuilding, and sustainable development in the years ahead.
