IPNEWS: The Equitable Funding Policy introduced by the Ministry of Education transforms how public early childhood and primary education are financed in Liberia. Instead of distributing resources equally among all public schools, this policy transitions to a needs-based financing model that targets extra resources to vulnerable learners.
The policy was developed by the ministry of education-Liberia in collaboration with the Global Partnership for education and the World Bank.
Every enrolled learner receives a standard baseline amount of funding, while additional funding weights are added for schools facing structural or socioeconomic challenges.
A clear mathematical formula dictates distribution, which reduces corruption and allows principals to plan budgets accurately.
The policy specifically routes supplementary financial resources to address the following barriers such as extra support for families unable to cover indirect or hidden schooling costs.
The Funding to improve inclusive learning infrastructure and adaptive resources shall be increased budgets to counter the logistical costs of operating rural schools, with key focused funding to improve enrollment, safety, and retention for female students.
