Monrovia, Liberia — Criminal Court “A” has issued a writ of subpoena ordering the management of the Clar Hope Foundation to produce all documents and records related to the construction of a multi-purpose complex built in Marshall, Margibi County, and reportedly owned by former First Lady Clar M. Weah.
According to the court order, the Foundation’s management—acting through its General Manager, Mr. Jackson P. Gbamie, his deputies, and all officials operating under his authority—has been commanded to appear before the court on Friday, January 23, 2026, at 10:00 a.m. The appearance is to be accompanied by the presentation of all relevant documentation, including financial records tied to the construction and funding of the complex.

In the writ, the court directed that the subpoena be served on the Clar Hope Foundation management at its Marshall Road location in Margibi County. The documents sought reportedly include records of funds received from individuals, government institutions, and other entities, as well as details of donations made to the Foundation and the amounts contributed toward the project.
The subpoena comes amid an ongoing investigation by Liberia’s Assets Recovery and Property Retrieval Task Force (AREPT) into allegations of corruption involving the Clar Hope Foundation. The probe centers on claims of diversion and misuse of public funds allegedly connected to the construction of the Marshall complex.
Sources familiar with the investigation say the Asset Recovery team is seeking to establish the source of financing used to construct the private complex, which reportedly sits on several acres of land. Investigators are requesting full disclosure of funding streams, donor identities, and expenditures to determine whether public resources were improperly used.
As part of the proceedings, the former First Lady is expected to account for how the complex was financed and constructed, should the matter advance further in court. Legal analysts note that the subpoena signals an escalation of the investigation from administrative review to judicial scrutiny.
Neither the Clar Hope Foundation nor representatives of former First Lady Clar M. Weah had issued an official response at the time of this report.
The case is being closely watched, as it forms part of broader efforts by the government to recover assets and strengthen accountability in the management of public resources.
