Several sources wthin the Liberian National Police av hinted the authoritative Independent Probe that investigators of the Liberia National Police (LNP) have cleared NPA Managing Director Hon. Sekou A.M. Dukuly of all criminal allegations in a US$2.5 million investment dispute with Chinese investor Yang Dan.
sources states that the Financial Crime Investigation Division (FCID) concluded that the matter is a commercial partnership dispute, not a criminal offense.
The complaint, filed in June 2025 by Mr. Yang Dan through his lawyer, alleged misappropriation of funds, seizure of vehicles and equipment, and restricted access to the A.M. Duke Water Plant in Bomi County.
After reviewing corporate records, financial transfers, and site visits, the FCID found that both parties jointly established five legally registered companies in Liberia, including Duke Global Investment Limited and A.M. Duke Investment Group. Mr. Dan remains a shareholder in all five corporations, and there was no evidence he was deprived of his investments.
Financial analysis showed that both Mr. Dan and Mr. Dukuly contributed a total of US$650,000 toward the projects. Expenditures totaling US$1.92 million covered legal documents, licenses, and geologist services.
Alleged misappropriation claims could not be substantiated.
Regarding equipment, three excavators were registered to Xuegui Tan, not Mr. Dan, and the three light vehicles remained in Mr. Dan’s name, with no evidence of seizure by Mr. Dukuly. Travel and construction claims were also unverified.
The LNP recommended no criminal prosecution, urging the parties to resolve disputes through civil means. Senior officials, including DCP Alvin G. James and ACP James H. DeShield III, approved the closure of the case.
