Liberia and Rwanda have signed a reciprocal visa waiver agreement on September 10, 2025, which allows citizens of both countries to travel to the other without a visa.
The agreement was signed in Monrovia by Liberia’s Foreign Minister, Sara Beysolow Nyanti, and Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe.
The Reciprocal visa waiver is an agreement which establishes visa-free travel for Rwandan citizens visiting Liberia and formalizes visa-free access for Liberian citizens traveling to Rwanda. Rwanda already offers visa-free access to all African nationals.
Wider cooperation:
The visa waiver was signed alongside an agreement now creates a Joint Permanent Commission on Cooperation, which is intended to boost bilateral ties in various sectors, including trade, investment, education, and security.
Implementation:
The Liberian Ministry of Foreign Affairs indicated that the agreement is a step toward stronger economic diplomacy and deeper African integration. The Joint Permanent Commission is expected to convene soon to outline specific areas of collaboration and operationalize the new commitments.
Boost to travel and trade:
Officials from both countries expect the agreement to promote business, tourism, and cultural exchanges by easing travel restrictions.
In addition to the visa waiver, the two nations also signed a Memorandum of Understanding (MoU) to establish a Joint Permanent Commission on Cooperation, which will facilitate collaboration across various sectors.
The visa waiver further expands the cooperative framework between Liberia and Rwanda, which includes a bilateral air services agreement signed in October 2024 and earlier accords on tax administration and security.
