IPNEWS: The Paynesville City Corporation (PCC) and Green Guard Eco-Solutions Limited (GGEL) have signed a Waste Management Agreement aimed at enhancing the effective and timely collection of waste within Paynesville and its associated townships.
The MOU underscores Paynesville’s dedication to sustainable urban development, and it is expected to serve as a model for other cities across the country.
Mayor Robert Soluntul Bestman II and Mr. Edward Karfiah signed the landmark document on behalf of PCC and GGEL, respectively, which took place on Monday, January 12, 2026.
In the agreement, Green Guard Eco-Solutions Limited will be responsible for the following: waste collection, waste management, waste-to-energy program, and revenue sharing.

Additionally, PCC will appoint Green Guard Eco-Solutions as the lead entity responsible for solid waste collection within Paynesville and its associated townships. PCC will also provide regulatory and policy support to GGEL.
The MOU also stated that GGEL will not assume responsibility for CBEs and SMEs within Paynesville and its associated townships.
The MOU further states that GGEL will handle the transportation waste from designated withholding sites to its Waste Management facility in Crozierville, Montserrado County, where waste is converted to energy.
Meanwhile, the agreement is expected not only to improve sanitation infrastructure but also to promote environmentally friendly practices across Paynesville and its associated townships.
