IPNEWS: The Government of the People’s Republic of China and the Government of Liberia have officially signed a Development Cooperation Agreement in Monrovia.
The agreement include100 million Chinese yuan (approximately US$14 million).
The funding provides as grant assistance (gratuitous assistance) to support Liberia’s national development priorities.
The agreement was formalized at the Foreign Ministry by Liberia’s Minister of Foreign Affairs, Sara Beysolow Nyanti, and the Chinese Ambassador to Liberia, Yin Chengwu.
The funding is intended to advance shared development goals under the framework of ongoing bilateral cooperation, emphasizing infrastructure, public service delivery, and capacity building.
Minister Nyanti described the signing as a reaffirmation of a partnership built on mutual respect and non-interference, following previous 2025 technical cooperation agreements.
This 2026 agreement follows a series of recent bilateral developments, including a September 2025 framework agreement for the upgrade of Roberts International Airport and an August 2025 announcement of a $100 million investment by China’s Mainland group into Liberia’s agribusiness sector.
Last Year, President Joseph Boakai, and Chinese leadership engaged through multiple high-level diplomatic and technical channels to solidify their Strategic Partnership, which was elevated from a standard relationship in late 2024.
While a direct 2025 meeting between the two presidents (Xi Jinping and Joseph Boakai) primarily involved regular contact through letters and strategic guidance, several key bilateral events defined their 2025 cooperation
During those meetings, Liberia and China agreed Technical Cooperation Agreement (March 2025). On March 28, 2025, Liberia and China signed a major bilateral agreement for technical cooperation. The agreement, valued at approximately US$14 million (RMB 100 million), focuses on implementing projects in agriculture, infrastructure, and peace promotion.
High-level representatives, including Chinese Ambassador Yin Chengwu and Liberia’s Minister of Labour, held strategic meetings to align Chinese enterprise operations with Liberia’s “ARREST” development agenda.
In October 2025, Zhao Leji, Chairman of the Standing Committee of the National People’s Congress, met with Liberian Senate President Pro Tempore Nyonblee Karnga-Lawrence in Beijing to discuss implementing the consensus reached between President Xi and President Boakai.
Overpass Bridges Project (September 2025), On September 2, 2025, President Boakai and Ambassador Yin Chengwu officially broke ground for the construction of two China-aided overpass bridges on Tubman Boulevard in Monrovia.
On December 15, 2025, the Liberian government received 3,600 metric tons of rice (72,000 bags) from China as part of ongoing bilateral support.
Throughout 2025, including a formal New Year celebration on December 30, 2025, the Boakai administration repeatedly reaffirmed its firm commitment to the One-China Principle.
China actively supported Liberia’s successful 2025 bid for a non-permanent seat on the UN Security Council for the 2026–2027 term.
These 2025 interactions followed the pivotal September 2024 face-to-face meeting between the two presidents at the Forum on China-Africa Cooperation (FOCAC) in Beijing, where they originally established the current strategic framework.
