—Says Only 3 out of 378 promises have been fulfilled almost three years under President Boakai
IPNEWS: Naymote Partners for Democratic Development has warned that at the current pace, the Unity Party government will miss its 2029 targets and must accelerate implementation more than twenty-fold to stay on track.
The organization recommended creating a dedicated AAID coordination secretariat and implementing mandatory quarterly public reporting to improve transparency.
Naymote Partners for Democratic Development comment comes during a report on the implementation of the ARREST AGENDA.
Naymote stated that only three of the 378 promises captured under the government’s ARREST Agenda were fully completed between January and December 2025.
The findings are detailed in Naymote’s President Meter Project report, which monitors the implementation of the government’s development agenda using available data across multiple sectors.
Presenting the report, Naymote Executive Director Eddie Jarwolo disclosed that 165 interventions under the ARREST Agenda are currently ongoing, while 76 have not yet commenced. He further noted that 134 interventions could not be assessed due to insufficient implementation data.
Jarwolo identified the passage of the Tourism Act, the completion of the Liberia Petroleum Refining Company’s tank and laboratory, and the National Action Plan on Business and Human Rights as the only promises fully delivered during the review period.
The report indicates that Anti-Corruption and Governance recorded the strongest performance among the ARREST Agenda pillars. However, Economic Transformation and Human Capital Development showed weaker results, with notable challenges in the health and education sectors.
Naymote Partners for Democratic Development 2025 “President Meter Report,” further highlighted significant slow start to President Joseph Boakai’s ARREST Agenda for Inclusive Development (AAID).
The report found that while the administration had launched 378 planned interventions across six pillars, only three (0.8%) were fully completed during the agenda’s first year (January–December 2025).
Key Findings from the 2025 Report
Out of 378 total policy interventions, only 0.8% were fully realized. While there were ongoing 165 interventions (43.7%), with 76 interventions (20.1%), and 134 interventions (35.4%) could not be assessed due to a lack of public data.
Pillar Performance:
Anti-Corruption and Governance, remains a stronger pillar, while Economic Transformation and Human Capital Development (specifically health and education) been the weakest.
60.7% of core government services at County Service Centers remain unavailable, and 85.7% of processes still rely on manual systems represents the service gap.
Naymote identified only three milestones as fully finished, including the passage of the 2025 Liberia National Tourism Act, the completion of the Liberia Petroleum Refining Company’s (LPRC) modern laboratory and a 17,000-cubic-meter gasoline tank, and the National Action Plan on Business and Human Rights.
