IPNEWS: The Government of Liberia has once again demonstrated its strong commitment to building a capable, professional
And well-supported Armed Forces of Liberia (AFL), as Finance and Development Planning Minister Augustine Kpehe Ngafuan outlined significant investments and reforms aimed at strengthening national defense.
Minister Ngafuan made the assurance on Monday during the graduation ceremony of the AFL Officer Candidates Class 12–2025 at the Barclay Training Center (BTC) in Monrovia, where 56 new officers were formally commissioned into the national army.
Speaking to the graduates, the Finance Minister described the ceremony as more than a milestone for the officers
Noting that it symbolized Liberia’s steady and deliberate progress in rebuilding key national institutions.
He emphasized that the Unity Party-led government, under the leadership of President Joseph N. Boakai is committed to strengthening the AFL.
Through improved welfare, enhanced professionalism,
and sustained budgetary support.
The colorful ceremony brought together senior government officials, including members of the Legislature
The Minister of National Defense, the AFL High Command, national security leaders, and proud family members of the graduating officers.
Delivering remarks on behalf of President Boakai, Commander-in-Chief of the Armed Forces of Liberia
Minister Ngafuan congratulated the graduates and commended the AFL leadership for its unwavering dedication to national service.
He praised the graduating class as a reflection of the diversity and evolving professionalism of the AFL
Noting that the officers included medical personnel, band members, and combat officers who advanced through the enlisted ranks.
Minister Ngafuan encouraged the new officers to embrace leadership rooted in empathy, discipline
And integrity, reminding them that true military leadership is defined by service and sacrifice, not authority alone.
Highlighting the government’s tangible support to the military, the Finance Minister disclosed that the approved FY2026 National Budget allocates US$20.7 million to the Ministry of National Defense
With US$18.3 million dedicated specifically to the AFL.
Of that amount, more than US$12.7 million is earmarked for personnel compensation, underscoring the government’s focus on improving the welfare of soldiers.
He further announced a US$500,000 allocation under the Public Sector Investment Plan for the renovation of AFL barracks building on ongoing improvements at BTC Barracks, Camp Jones, Camp Whisner, and Camp Grant.
According to him, these upgrades have significantly enhanced living conditions and strengthened family stability for AFL personnel.
Minister Ngafuan also revealed continued funding for the 14th Military Hospital, expanded Coast Guard patrols extending up to 200 nautical miles offshore
The reactivation of three AFL units, increased security operations along Liberia’s western borders, and plans to recruit approximately 500 new soldiers in 2026.
“These achievements are promises made by the President, and they are promises kept,” Minister Ngafuan said.
“They are no longer just vision statements; they are line items already budgeted and actively being implemented.”
Sharing a personal experience from a recent visit to Gbarnga, the Finance Minister recounted interactions with soldiers who expressed appreciation for improved salaries
And better living conditions, noting that such feedback reinforces the true purpose of public service.
“Service is not only about policies and programs,” he said. “It is about real people and real lives.”
Addressing the graduates directly, Minister Ngafuan reminded them of their constitutional responsibility to defend the Republic and uphold the rule of law.
He cautioned against the abuse of authority and stressed that respect is earned through conduct and character.
Quoting former United States President Dwight D. Eisenhower, he noted that “the supreme quality of leadership is integrity,” adding that the AFL must remain a force that protects the people and earns their trust.
The Finance Minister also emphasized the importance of collaboration among Liberia’s security institutions, including the Liberia National Police, immigration, customs,
And intelligence services, noting that unity and coordination are essential to safeguarding national security.
He concluded by assuring the newly commissioned officers of the government’s continued support and urged them to uphold the enduring military values of Duty, Honor and Country.
“The Armed Forces of Liberia depends on you,” Minister Ngafuan said.
“And the people of this nation trust you to protect our peace and our future.”
The program ended with the formal certification of the 56 officers into the Armed Forces of Liberia
Marking the beginning of a new and honorable chapter in their service to the Republic.
