The Director General of the Liberia Standards Authority (LiSA), Hon. Stephen Mambu, has unveiled a five-year vision to position LiSA as a competent national standardization organization that meets Liberia’s needs through viable and sustainable conformity assessment services.
Speaking during an internal awareness meeting held on Monday, September 1, 2025, Hon. Mambu emphasized that by 2029, LiSA will be a fully established and highly capable institution. His vision is for LiSA to meet Liberia’s standardization needs by providing sustainable conformity assessment services to enhance the competitiveness of local industries and small and medium enterprises (SMEs), facilitate trade, and ensure the health and safety of citizens—all of which are vital to driving national socio-economic growth and development.
To achieve this vision, Hon. Mambu has introduced an eight-point strategic plan, which includes:
Institutional Direction: Providing strong leadership to drive the growth and development of LiSA, ensuring alignment with the Standards Act, national and regional quality policies, and Liberia’s national development agenda, the ARREST Agenda.
Infrastructure Development: Designing and implementing a comprehensive infrastructure development plan to address both short- and long-term needs, including renovations, construction, and the establishment of modern facilities.
Organizational Development: Implementing systematic organizational reforms, with clearly defined structures, policies, and governance principles to promote transparency, accountability, and adherence to public sector governance standards.
Human Capacity Building: Strengthening staff competencies and technical expertise through targeted capacity-building programs to ensure effective and efficient service delivery.
Business Development and Sustainability: Expanding LiSA’s business operations, including conformity assessment services and revenue-generation mechanisms, to ensure institutional sustainability.
National Standardization Program: Formulating a national standardization program based on national priorities to support local industries, agribusinesses, farmers, and SMEs. This will include strengthening measurement systems, inspection services, certification, and specialized training.
Consumer Protection and Compliance: Enhancing regulatory systems to safeguard consumers, public health, plant and animal safety, and the environment through effective compliance and verification programs for high-risk products, both imported and locally manufactured.
Market Access for Liberian Products: Developing targeted programs to increase market access for Liberian agricultural and food products in high-value markets, while improving national information networks and strengthening Liberia’s TBT, SPS, and Codex notification and enquiry systems for better stakeholder engagement.
“This strategic plan will not only strengthen LiSA’s institutional capacity but also help Liberia meet international quality standards, improve trade competitiveness, and create opportunities for economic growth,” Hon. Mambu said.
