    Ministry of Justice Commends President Joseph Nyuma Boakai for Appointing Chairman and Members of the Board of Parole

    The Ministry of Justice of the Republic of Liberia extends its profound appreciation to His Excellency President Joseph Nyuma Boakai, Sr. for the timely and strategic appointment of the Chairman and all Members of the Board of Parole. This landmark decision represents a pivotal advancement in strengthening Liberia’s criminal justice system and is part of broader efforts to address the longstanding challenges of prison overcrowding and reform within the justice sector.

    The reconstitution of the Board of Parole completes a critical component of Chapter 41.3 – Organization of the Division of Corrections, which was incorporated into part-IV of the Criminal Procedure Law and comprises the Bureau of Correctional Institutions, the Bureau of Probation, and now, a fully functional Board of Parole. This move underscores the government’s unwavering commitment to justice reform, rehabilitation, and the humane treatment of inmates.

    The Ministry warmly welcomes the newly appointed members:

    1. Mr. Stanley J.W. Cooper I, Chairman

    2. Mrs. Ne-Suah Beyan Livingston, Member,

    3. Prof. Atty. Kpaderson Sumo, Member

    Historically, the Board of Parole was established by the 1969-70 Act of Legislature that created the Division of Corrections within the Ministry of Justice. Its operations were severely disrupted during Liberia’s civil conflict.

    The collapse of correctional infrastructure and the absence of parole mechanisms contributed to systemic congestion in detention facilities nationwide. Although post-conflict reforms between 2010 and 2012 laid the groundwork for its revival, full implementation remained a persistent challenge until now.

    With the appointment of its leadership, the Board of Parole is poised to:

    – Evaluate eligible inmates for conditional release based on rehabilitation and public safety.

    – Reduce overcrowding in correctional facilities through structured reintegration programs.

    – Promote restorative justice and uphold human rights within the penal system.

    The Ministry of Justice views this development as a historic milestone in Liberia’s journey toward a modern, rights-based correctional system. It also aligns with President Boakai’s broader vision for a responsive and accountable governance framework that prioritizes the dignity of all citizens.

    We reaffirm our commitment to supporting the Board of Parole and call on all stakeholders, including judicial actors, civil society, and international partners, to collaborate in ensuring its success.
